01Outcome

SP Program 2.0 replaced no formal entry standards with a defined Target SP Model and enforceable eligibility policy — a structured qualification and governance system where there was none. Compensation is designed but not yet activated: a Base+Quality framework is built to replace today's discretionary SPIFFs, pending a leadership decision on when Flexfare work resumes. The remaining SOW lines wait on that data and those decisions — not further build.

03Supporting Analysis — Complete

04Recommended Next Phase

Priced in parcels, not a bundle. With FlexFare deferred (targeted Q3 2027) and the LMS build off the table, four closeable design parcels and one operating retainer remain — priced separately, approved separately, in any order the budget allows: $7,000–$10,500 per parcel ($35,000 for all four) · $15,500/mo operating retainer, no minimum term. Three owners (Finance, BPI, Backlog) unblock the dependencies — none run through Tech or a platform build.
